EVALUATION CRITERIA

Applications will be evaluated by the Design Committee and the HVMS Director using the criteria outlined below. The intent is to evaluate proposals fairly and strategically. In evaluating applications, the Design Committee will ask the following questions:

  1. How much impact will the improvement have on the overall revitalization program? For example, will the improvements make a strong visual impact for the structure? For the community as a whole?
  2. To what extent does the improvement project contribute to the property's preservation, rehabilitation or maintenance?
  3. What is the applicant's schedule for completing the improvements?
  4. Has the applicant provided a complete submission that clearly illustrates/describes the nature of the improvements?
  5. Does the improvement project follow the criteria and spirit of the design guidelines?
  6. Is the overall design one of high quality?
